Ok, I've been using paypal since 3/8/01 and have never had anyone file a complaint against me until today. I sold some stuff on ebay back in the end of Jan to a guy in spain. I mailed his stuff on 1/30 and still have the receipt from the post office. The guy chose surface mail which can take up to 6 weeks, if not longer. the guy hasn't gotten it yet and filed a dispute against me. Now, in the resolution center, the only 3 options I have are 1) give refund(which I'm not doing), 2) provide tracking(which cannot be done for surface mail, and even if I could it's too late), and 3) The buyer has already been refunded and I can provide proof of the previous refund(which obviously hasn't been done). There's no option to type out a rebuttal or anything like that. I'm not refunding him...for all I know he could have the stuff and is just trying to screw me. I've already transferred all my money into my bank account, so should I just close my paypal account? I don't really want to, but what else can I do? There's no way they can take the money out of my bank account legally is there?
