Typically some of them are designed around certain characters that McFarlane was unable to include with the figures due to WB's ridiculous policies, such as the Joker-ish revolver and the Deadshot-esque arsenal in the last set. Then there are some weapons to compliment other figures such as the chain gun in this set. They span pretty much every line McFarlane does so I'm sure if you look around enough you'll find some weapons that fit better with certain characters than others. More or less it's all about weapons he wished he could have included but as unable to due to policy or budget issues.

Yea I’m trying to figure out which ones go to which characters

The pop gun is definitely for Harley Quinn. Thing is...it's sculpt is very animated, like it's for their animated Harley, but the paint is too realistic for that. I could be wrong, but I don't think Todd's released a comic Harley yet.
