I believe so, it doesn't seem to have new tooling but not I'm very knowledgeable when it comes to all of the Clone Troopers in the line.

The new Walgreens Exclusive Star Wars The Black Series Phase I Clone Trooper Lieutenant figure from Hasbro is now listed on Walgreens.com.

As I type this the figure is saying available for purchase, however when you try to add the figure to your cart, the website seems to not work correctly. I don't know if that mean it's actually out of stock or what.

The figure is also hitting physical Walgreens stores.

Yeah, I tried to Add to Cart and got an error message and when I refreshed the page got a product not found message. No big deal, it's not like I was dying to get the figure.
