I think what you were talking about at the beginning is why they didn't give us more of the SSJG head sculpts. They knew if they made this two separate releases, one SSJG and one SSJB, fans would be upset that they'd be losing a release to another Vegeta figure. But adding a full set of alternate heads for SSJG to this figure to make it a two in one set would also raise the cost to a point they probably weren't sure people would want to pay for another Vegeta. 
We can be upset that we didn't get more SSJG heads, or think of that head as a freebie thrown in with a SSJB figure and be thankful we at least got something.
