Kevin Eastman said one day he and Pete were sitting in the studio/apartment and out of bordome, he randomly drew a turtle with a mask and nunchucks and passed the illustration over to Pete who then did his own rendition of it and returned it to Kevin. obviously i wasnt there, but i believe that is how they both recall the inception of tmnt.
