40 single card figures for 2008

Hey Guys,

 

do the 40 figures include the dvd cartoon packs or the TRU 3 packs? I know they don't include the comic packs. Or are they 40 on there own. If there are 40 on there own, do we know who they are. I

 

We know there are these 21 (below) so whom are the last 19? What do you guys think, don't speculate on whom you would like, but do we have any confirmation on any of the last 19?
