Anyone else missing paint on the tail light of Downshift?

That was a production error I believe. I remember there being some big problem with downshift and one of his lights, but I never saw it in person. I'd guess you're one of the many that got an error. Mine's fine, and those shipping out right now are too, if you can't paint it yourself then if you bought another one it should be fine.

Nope I just got one this weekend and everything seems fine with him. I would have like this guy to of had a look not so close to Optimus Primes though cause it just doesn't suit the car to me.

Mine's okay... my only complaint is that the right shoulder joint is slightly loose. Fairly nice figure, although the vehicle looks better without the missile launchers.
