I think Jason Todd is Nightwing in the One Year Later stuff. On the cover of Nightwing you can see NW's had holding a knife. The same knife Jason Todd was using as Red Hood.

 

I arrived at the same conclusion but surprisingly that's not Jason holding the knife. There's an interview with Joan Hilty at Newsarama in which they ask "More specifically, we’ve been promised a new Nightwing in the solo series, and more recently, two Nightwings, including one who is a “murderous madman”. Can we now assume the Nightwing that stars in Outsiders come March is still Dick Grayson?

 

JH: Yeah, people have been reading all kinds of bizarre things into our first cover, so I’ll put it to rest. That Nightwing is Dick Grayson. It’s not Jason Todd or Huntress in a fat suit or anyone else. It’s Dick. The Outsiders Nightwing is the real deal. What’s different about him is that he’s found a new way to lead the team.

I *still* firmly believe that Jason Todd will be dressed as one of the 2 Nightwings but it's definitely not him holding the bloody knife on the cover to issue 118.

Incidentally, I didn't realize when I transcribed the interview above that Joan Hilty was talking about the cover to Outsiders #34 not Nightwing #118. Based on the way the question was phrased, it would have been nice for her to clarify such an important point. I'm glad to see Jason won't disappear anytime soon though.

In recent years, Jason Todd's importance had become less and less apparent until Batman: Hush, where it was hinted that he was really alive. This was not confirmed however until Batman: Under the Hood, where he returned as a villain to much controversy. Amusingly, considering his recent return, Denny O'Neil (editor of the Bat-comics at the time) states on the back cover of A Death in the Family trade paperback: "It would be a really sleazy stunt to bring him back".

he should really want to be batman if anything lol now that could royaly screw up batman too

 

 

According to Jason's dialogue in Batman #641, he does want to be Batman although Judd Winnick probably didn't mean the Red Hood actually wants to wear a cape and cowl. I wouldn't be surprised if that conversation inspired Bruce Jones to come up with the idea of 2 Nightwings operating simultaneously in New York.
