I always assumed this, and the reason for their piss poor aim and all that compared to the Clonetroopers is that much like Modern day U.S soldiers, they are being rushed through boot camp as quickly as possible and given extremely subpar weapons and armor.

except it's also kinda the opposite. we're (the US i mean) rushing troops through boot camp because we need them fast during a time of war, the empire made sure its war army was the best it could be, then it did a rush job on the peacekeeping troops

One mission is to attack Kamino and fight Jango clones with Episode II style armor. Boba Fett helps in the assault on Kamino. The 501st narrator said it was at this point that the Empire began using other templates for troopers. He also said that the 501st was only made up of Jango clones and that 'they never got used to the new guys.'
