I am trying to think of sombody with a mean face but the ones I can think of look nothing like that head. So may be a modified Cobra Coils or modified 2002 Blowtorch....

 

I'll go with Razorclaw 2003 with removable helmet as my guess.........

After looking at the pic, I think it is a modified Cobra Coils with a sculpted mouth and nose from the way the strand of hair hangs down his face as well as the overall shape of the hairdo.

Okay, I really figures that someone would get this before I posted the painted pics. The correct answer is Agent Faces Crimson Guard Commander Mask "Tomax". Everyone was getting close, but kept leaving off the character name. It was a little tricky since I don't believe they ever named which twin it was on the packaging. Here you go!

Wow. Looks amazing painted. Have you considered giving him pointy sideburns? I think it was DD that had him with those nice 'chops, but for some reason, whenever I think Mercer now, I just think "sideburns." . . . . Maybe he's an Elvis fan.

aww aint that a bitych i was readinr the first pages on the forum when i saw the pic then i replyed but now as i read on u already gave it out o well i knew who it was cause i use that mask as a way to disguise a real traitor in my gi joes

The reason nobody actually said "Tomx" is because:

A) Nowhere on the Agent Faces/Zartan packaging does it ever refer to the mask by name

There has yet to be a Tomax figure (nor Xamot) released with a head sculpt like that.
