When everyone says 'Duke arms' on Recondo, I thought you were talking about the arms from the orignal Duke and Flint figures, but it looks like the arms from the Best of 80's jetpack Duke, which are much better than the arms on the orignal Duke/Flint (as in they don't look weird and are less likely to break).
Outback has always been a favorite for some reason for me, and he looks great, and the vest does look badass. Chuckles was one of the first Joes I remember buying (started my love of real working holsters in the 3 3/4" scale). It looks like he has the Copperhead holster, which is OK, but would have been nice to carry over that gimmick to the new figure (like Tunnel Rat's holster that works really well). Would like to see the original shirt and ungloved hands on Chuckles in the future. Airborne was a great figure, but I'm not psyched about Hit and Run.
Would have preferred MindBender to have a plastic cloak (looked like soft-goods to me), and I don't remember anything about the Lampreys (they look fine, I just don't remember them at all), but otherwise the Cobra set will be purchased by me in multiples. This is a great way to army build at a reasonable price (assuming 7 figures for $30 like with the other online exclusive arctic/desert packs this year).
Hopefully having Cover Girl in the movie will help us get a 25th Cover Girl figure, too (same for Heavy Duty, for that matter). Yeah, Lifeline and Low-Light are must haves. I'm sure they'll release them in time.

Outback- looking pretty darn good, a can't miss figure for sure
Recondo- needs different arms but I can't really say anything else negative about him
Zap- looks pretty darn good, and I agree with whoever it was that said he looked a little like Obama, also has Zap just finish with something, whats that on the figure's right hand in that very first picture of him alone?
Chuckles- I rather prefer the more subdued tone of the shirt, I just want a working shoulder holster and maybe a hand that isn't flashing a peace sign
Hit&Run- FINALLY, I admit I was losing hope to seeing this guy but hes finally here and hes lookin fairly decent
Wet Suit- I'd call this one the low point, they need a new head without the dive suit covering it
SPC Altitude/Ripcord- atleast they were willing to give us the real Ripcord, imagine how upset we would have been if they made him black in this pack as well
Mindbender- perfect, I couldn't have asked for more
Range Viper- really need to see an all geared up pic to make a good judgement but he is looking pretty good right now
Alley Viper- I never liked the orange and blue color scheme for an urban fighter but this figure pulls it off nicely
Lampreys- me likey, nuff said there
BAT- they have their place in Joe history but they aren't my favorite troops, they would make nice decorations for a battlefield or in Minderbenders lab in the 'needs repair' pile
Night Creeper- Sweet, some awesome use of parts to make this figure really shine, it the front armor removable?
Strato Viper- one really great looking figure right there, real nice dynamic uniform and great use of parts, old and/or new
Now I just wanna see them all geared up and then I'll be content

That's going to be a major key for pretty much all of them.

I think it has more to do with his look from the toon.
And that isn't to say we can't see a "toon accurate" version later anyway.

The arms don't bother me. It's the head and helmet that look off. The camo pattern on his face looks strange, and that helmet doesn't look right.

The helmet looks off because it is removable (and I thinkt he red goggles are too).
